White spots are appearing in homepage image when hover it shows fine

For collage , featured collection it shows like this other photos looks fine, I tried reducing the pixel size and it shows the same. if there are white color in the photo, it kind of glows before hovering. but when hover it shows fine. Anyone know why this is happening?

Can you link to the image in question, or the page that the image appears on? It's possible that it could be an unfortunate compression artefact, but we'd really need to see it. I appreciate that you added screenshots to get us started.
