Why am I being charged after closing my online store?

i tried canceling my account for months it wouldn’t let me i had no money in my card so they couldn’t charge me i put money in my account for one day and i get charged i finally am able to access a computer and close my store then i get charged $87 for closing my store why is it that i still get charged when your website won’t let me cancel my store i would like i refund please
