Why can't I print my shipping label and how can I fix it?

I was able to fix it. 

Go to setting-checkout-processing-click (Do not automatically fulfill any of the order's line items). also uncheck (Automatically archive the order).

This is not working for us either - still getting "The orders you selected aren’t eligible for packing slips." when trying to print from the Order List. If you click into a specific order you can print a packing slip with no problem.
