Why can't I select different shipping rates in draft invoices?

When I enter a draft invoice I am not able to select shipping rates other than 'custom'. The error message I receive is 'If you're not seeing all your rates, add a customer with a complete shipping address.' but as far as I can see the shipping address is complete. How do I resolve this issue? Thanks.
