Why can't I select the starter plan as a new merchant in Australia?

My webdesigner set up the shop in a dev environment and now passed ownership to me, so I can pay for the starter plan. Which showed that it would be available. But now when I log in it shows only the basic plan as 29USD when I'm in Australia. And not at all the Starter plan.
