Why can't I ship my order even with updated zones and rates?

I'm receiving the following error: "Shipping not available Your order cannot be shipped to the selected address. Review your address to ensure it's correct and try again, or select a different address." I have markets, zones and shipping rates updated, but nothing happens. I've been trying to solve this for 2 days with no luck. Please help.

We understand that you have markets, shipping zones, and shipping rates set up, so it's possible that you need to clear the cache and cookies for your browser. However, we'd also recommend double-checking the shipping zones to ensure that you have shipping rates added or you've enabled third-party carrier-calculated shipping. That being said, if the problem continues to persist, then it looks like we'll need to access your account in order to resolve the issue.
