Why did my account get deactivated after a PayPal error?

I have a problem. When I paid with PayPal when I subscribed to the package, it said there was a connection error. After that, my shopify account was deactivated. Why was this? I only registered the next day.

In order for us to take a further look into the account and store, we will need to verify you as the store owner. Since we are unable to authenticate over the Community forums due to the sensitive information that needs to be shared, I am unable to view the specifics. 
 
In this case, it would be best to speak with our live support about the situation by navigating to the Help Center.
 
When you arrive at the Help Center, you will need to make the virtual assistant be aware that you would like to Speak with support and you will be connected accordingly.

I deactivated my store two weeks before this message. I was just charged $32. I need a refund immediately. The only way to contact customer service was to sign in but I no longer have an account and I don't want to start another account to contact them.
