Why did my Shopify Capital offer decrease after timely repayment?

Does anyone know how Shopify captial works?

I got an offer in late September last year for 24K which I payed off in good time in about 5 months, no payments missed. Got to the 85% and they offered me 25k again so applied again, then my account went under review for a week which delayed the shopify capital offer and then the review got completed and then all of a sudden my old offer is gone and they're offering 13k now?

I don't understand how it works? you pay it off in good time, make all the payments and then next offer they half the offer? what business would want to work with that it makes no sense?
