Why does my startup business keep disappearing before selecting a plan?

This is my third time starting up my business and I’m tired of it getting deleted. Why are they disappearing before I get to choose a plan.

When are they resettling everything? I’m glad I barely started now because
I won’t lose much but how often does this happen?
