Why doesn't my warehouse location appear in the purchase order dropdown?

I have added a second location for a "warehouse".  It is being used to purchase supplies that are not actually products I sell.  They are materials I use to create the products I do sell.  When I go to create a purchase order my warehouse location does not show up in the select destination dropdown and I just cannot figure out why.  Anyone know the answer to this?
