Why is my balance account temporarily locked and card declining?

Getting this message when I try to transfer funds to my personal bank account from my balance account. Also card is declining when trying to use it. Please help this is an urgent matter- I have tried talking to multiple people through chat and on the phone and they are saying I have to wait for someone to email me within 24-72 hours!? This account is how I keep my business running
