Why isn't my draft order collecting tax?

I have gone through every single post about this, and tried to edit it myself, and still cannot get the draft orders to collect tax.

I don’t have adding taxes as an option

Have you tried adding a complete Shipping Address to the Draft order?

I have the same problem and can’t find a solution.  It never caused me problems until the last few months and it’s very aggravating. Have you figured it out ?
