I have set up multiple shipping rates based on weight of items in my shop. 3 of the 4 rates work based on the weights I have set up. However,I have more smaller items that can be shipped in a plain white mailing envelope so I can cut down on shipping for buyers.
So I set up a rate for mailing envelopes, the weight needs to be minimum 0 and max 0.3 oz. The items are about 0.1 oz each and I can put about 3 items in the envelope.
All of my small items weight are set to 0.1 oz and I did convert 0.3 oz to lbs in the shipping rates, but when I go into my store to test it out, I cannot get this shipping rate to pop up.
I have attached a screenshot of my shipping rates. If anyone has any ideas please let me know!

I think the issue is the weight ranges in Bubble Mailer and Plain White Envelope overlap. The weight ranges should be distinctive. Can you change the Bubble Mailer option to 0.019lb to 0.487lb?
I can change the bubble mailer but I would like for the customer to have both shipping options, that’s why I had them overlap like that…unless there another way to have both options with the max weights implemented on each.
I switched the weights on the bubble mailer and the envelope option is still not coming up.
Still haven’t been able to resolve this issue
We just figured this out! The weight of the actual packaging may be affecting your shipping rate. We set out mailer packaging to 0lbs.
