Why won't my updated shipping rates show at checkout?

Hi. I recently began trying to test some new shipping rates, but no matter how many times I try, all of my carts at checkout continue to show my old shipping price. I previously had free shipping, but I have changed it to free shipping based on a minimum order amount. I've even deleted the old profile and created a new one. Please help[!

Shopify caches shipping rate requests for 15 minutes. Change the delivery address or change the cart items, whenever you test your shipping rates.
