About ResourceLimit object

If a store are using an external payment service, it may be able to purchase even if the item is out of stock, even if "Continue selling when out of stock" is not selected.
In preparation for that case, I would like to make a flow for order-cancel when an out-of-stock item is purchased in Shopify flow.

What does this ResourceLimit represent for Inventory state?

Is it the inventory "Available" value set for each product?
