How can I automate inventory checks with flow?

I have a workflow which checks order line item variants for quantity ordered, and quantity currently in inventory and sends a notification when the item ordered was out of stock, what I am looking to add to this notification is if the variant has any incoming units which were created on a purchase order within shopify purchase orders? 

Essentially Im trying to automate a made-to-order workflow for items which are set to "continue selling when out of stock".

It is not very easy to see if a variant ordered is in/out of stock at time of purchase, and wanted to see if this could be done using FLOW instead of a third party app. Let me know if im not clear enough.

I don't believe there is any purchase orders API access currently.

I assumed the same after looking at the API access, but also am no expert
and was hoping theres some magic pill that Shopify is hiding.
