marketing email to people fill in their card info but insufficient bank account

As stated, our shop have some customers that got to the checkout phase, fill in their card information for payment, but then they had insufficient bank account. 

I want to set up a flow on marketing automation for the system to send an email with a discount code to these specific people. Is there any way to do this?

I'm not aware of any event that would tell Flow or marketing automation about that, so probably not. I'll investigate further though.

Update: Confirmed not possible using marketing automation + Flow
