Is it possible to write a shopify flow to update a variant metafiled based on location inventory?

Im trying to give an indication of shipping times on items in stock at feed locations.

Yes. Have a look at https://community.shopify.com/c/shopify-flow-app/update-variant-metafield-depend-on-location-name-in... -- it's very similar.
