Using Flow with criteria: Each warehouse location has inventory

We need to change our metafield "shipping template" based on warehouse location. We have 3 warehouses - Pennsylvania, Texas, California. Let's say only California and Texas are in stock of the item. Then the shipping template metafield needs to equal "CA-TX." I do not currently see a way to use Flow to check specific warehouses - only total inventory among all warehouses. Thoughts? Is what I am doing not possible?
