App Automatic Discount Limitation Error when discounts is empty

I am building an shopify extension app, the app is developing something related to discounts, I have created some discounts, then uninstalled the app, then reinstall again, the shopify discounts page is showing empty right now, but I hit the error of The active period overlaps with that of another price rule, may I know why?
