Intergrating a payment gateway that is not a listed provider

I am trying to setup a payment gateway for my store because from Fiji, i cant seem to get access to any of the payment providers listed under the shopify third party providers. I would like to integrate my store with the mpaisa gateway by vodafone, they have provided the credentials and API but how do I set this up with my store?

To integrate a custom payment processor, the payment provider needs to complete the payments app approval process, which would need to be done by Mpaisa. Is it not possible to use any of these (PayPal Express Checkout may be the easiest one to use):
