Anchor links don't work on Refresh 14.0

Hi i followed this youtube video to help with anchor links. they work perfect on Refresh 12.0 but I want to update to Refresh 14.0 and it doesn't work. apparently javascript or something is different? i don't know. I'm not coder. But this fairly easy to do to take customer's to certain parts of the page. Wondering if there is a workaround?
