How to add a custom bar in Dawn theme after the menu bar?

Hello everyone,
I want to add a custom bar as shown in the image below menu bar. I am using Dawn theme.
In the custom bar I would like to add three icons with text as shown in the image in the same place. The colour of the bar can be #AAFF00.
