how to make a customized checkbox and give it rules

hello, I want to make a customized checkbox in the cart page, below the button that links to the checkout page. I want to make a checkbox there to get consent from customers to receive updates and discounts from my store and also about promotions. After that I want to make a condition on it, if the customer approves it, the email/phone number he will enter at checkout will be approved from there. In addition to that, I know it's on the checkout page so I want to move it from the checkout page to the cart page. How can this be done?
