Image with Text Overlay- Please explain how to resize for Mobile to fit.

I tried to paste the following code (see Picture) at the bottom of Asset->theme.scss.liquid but nothing happens. I am using the Debut theme. I need the image to be resize on mobile as it is currently cut off on both sides. 

Does anyone have another code or am i doing something incorrectly?

I found a solution for anyone that was having the same issues. Rather use "Custom Content" instead of "Image with Text Overlay" if you are using it as you main banner. Just delete the text section and increase the size to 100%. Fixed the issue. Make sure to turn off the Image with Text Overlay section.
