Why is the hover effect on my header's sub-menu not working?

Hi, I did some changes to my base.css and out of nowhere, header menu once hover is showing the sub-menu but once I hover through the sub-menu, it loss the hover effect hence I couldn't click on each sub-menu. How do I fix this?
