Thank you for the screenshots, this assisted me with coming up with a possible solution to this issue.
That error message is normally associated with your shipping (Settings > Shipping & Delivery) as opposed to your orders or checkout process. The most common being that that product does not ship to that specific country, or the shipping profiles or rates are not set up.
Can you let me know what your shipping setup looks like currently? Once your rates are correct, then you can try placing the test order once more.
