How can I resolve payment and permission issues with my new store account?

Hello, I opened a new account on Shopify because the old one was blocked by not paying the plan. I opened a new account for a new store. When I wanted to connect the card to a new account, I am redirected to the selection of stores and it says that I do not have permission to the store. The card was also connected to the old store, but I want to get rid of it and operate on the new one. Where to contact Shopify? Help

I contacted 24/7 support and they said I should wait for an email regarding this matter, I didn't get any. Help
