I use CSV to update the product inventory. I received an email showing that the import was successful, but the actual inventory has not been modified. The CSV file is exported from the shopify background, and then the inventory quantity in it is modified, but it still has no effect.

Did you try to update the inventory from the product section? If so, that way doesn't work anymore as I came to know this a few days back.
However, you can update the inventory by the following way.
Step 1 : Export the inventory sheet from inventory section here: https://your-store-name.myshopify/admin/products/inventory
Step 2 : Update the excel sheet that we received with the updated inventory quantities.
Step 3: Imported the revised sheets.

Are you using the products page to upload the csv. If so, it doesn't work anymore which I got to know last week.
