Is Shopify allowing scam stores to operate on their platform?

I won’t use anything on Shopify anymore. They knowingly allow known scam stores to operate on there app like Konton.in  do not buy from this store. I recently ordered 3 pair of combo shirts which was cost of Rs.1000 including shipping charges . After Getting my product as i opened the package i found old torned used clothes which even if we give to beggar also he will refuse it to take . Shopify is encouraging stores and allowing them to build a store just with some clicks and start with small plan which gives them more power to do scam more . the store Konton.in scammed me by giving such clothes and also not replying in email and no customer care number was provided which ultimately shows scam promotion . If they scammed 10 peoples like me  then also they got on an average 9000 Rs after deducting shipping cost which makes these store profit and promoting scammers . these store promoting own stores in google ads  . I request Shopify to stop giving these open features to build store and try to refund my money by taking action on this store . If Shopify can provide me contact details of store konton.in then it will be easier for me to claim back my lost money .
