local delivery problems

so I have a small shop that sell only for my country ,, so I set an local delivery with zones , pricing every rad zone like I want ,, then when I test checkout page its said.

"This order can’t be shipped to the address you entered. Review your address to ensure that all fields have been entered correctly and try again."

so I put shipping zones although I don't need that ,, I test again and its comes with 2 options,, local or standard ...so i go and delete rates from standard shipping , and again shown that this store cant ship to you .

So my question is Can I put only local delivery option for the store ?
