I have a couple questions I need answered:

How do I enable my site to just sell in the USA and not around the world?

I'm having a couple tax issues on my site, it's not charging taxes when I check out an item

I saw that that shopify changed their tax rate to 5.6%, how does that effect us?

As @Dan_From_Ryviu mentioned, the best way to sell only in the USA is to set the Shipping settings to only allow orders from the US. If you only enable shipping to the USA it removes any possibilty for anyone from anywhere else to order. 

Regarding the taxes, if you're not charging the correct taxes at checkout, Shopify has a gret guide for setting up taxes for the US here. It could be worth double checking you have everything set up correctly. Can I ask where you saw the tax rate being changed, please? I'm not 100% sure which tax you mean exactly:
