Payments On Hold and No Help from Shopify

I have $4000 of payments on hold for my new business. I can’t continue to do business until it’s lifted. They say I have high risk orders. The orders have been sent and received already. How can they just hold your money is this even legal? 
I have contacted the chat 3 times and they can’t help. I received an email and have responded 5 times with no response from Shopify. 
has anyone taken legal action or been to the media with any success? Because they will put me out of business before I really even start and it’s not fair on people.
