Shipping Rate Concern

Hi All,

Mine is a apprael store I have set my shipping rate per weights.

My shipping rates per weight  for 1 piece  is 3.95$ and additional 2$ for additional pieces ordered but when I dummy order for 1 piece the shipping rate is showing 5.95$.

I have tried adding inventory for the product

I have changed to Pounds for weights.

I have changed the weights for all the products as 1 pound

I am tracking the inventory also

For US shipping zone added weight criteria as below

1lb-1lb-3.95$

2lb-2lb-5.95$

3lb-3lb-7.95$ and so on 

No matter what I try, I am not able to arrive at the correct shipping rate at checkout.

Please guide me in resolving the issue.
