Why am I seeing all customers instead of just active subscribers?

Trying to pull alist of active subscribers and I am being showed all customers and ones that say not a subscriber actually are.

4-Update Settings: Revisit the query or report settings. Adjust to include only active subscribers based on status or subscription field.
