My Shopify store doesn’t work and says it’s unavailable and the billing is not working

NO IT IS NOT SOLVED!!!!  YOUR FORCED ANSWERS MEAN LITTLE TO NOTHING AND DO NOT ADDRESS THE PROBLEM.  I want to talk with a live agent and get my account(s) straightened out or give me my money back.  You say my payment didn't go through and yet it is OUT of my account.
