RE: Checkout-level throttling

Hi, I have a question regarding checkout level throttling. On the shopify documentations, they mentioned a rate limit of 60seconds/app/ip address for storefront apis. But they mentioned that there is also a separate checkout level throttling. Do both share the same bucket? Or is the checkout level rate limiting shared across the whole shopify app itself?

I'm just considering the scenario where someone decides to DDOS the checkout creation, would it affect other clients who are trying to create checkouts?
