Free Shipping discount type not working with fixed selling plans

Hey folks, a customer of ours is trying to use shipping discounts with deposits for preorders but they receive this error: 

I know that Buy X get Y discounts aren't supported by pre-orders, but this is the free shipping option. Was it just missed in the compatibility list or is something weird going on here?

It's not an issue with setup, the discount code works perfectly fine for the same product when selecting the option to pay in full.

The issue is with the fixed selling plans API, likely due to the fact that the shipping cost is deferred to the second payment I suspect. Hoping to get help confirming this.

Actually yeah, getting into this deeper, it looks like it's an issue with the fact that shipping is deferred. Hoping to file a bug for this to get help solving it. When a deposit is in the cart along with a non-deposit product, the shipping is not deferred and then the discount code works.
