The following error occurs when executing mutation of billingAttemtsCreate.
Contract is under review
This problem has been occurring since October 1st. What is the cause of this message?
Also, will there be any changes to the specifications on Shopify?

I have an additional question: Is there a mechanism to change the status of a contract that is marked "Contract is under review" so that it can be paid from the app?
Even though the document provides guidance on how to prevent this from happening in advance, there seemed to be no mention of what to do after it occurs.

Any follow up on this one? Seems like Shopify kind of leaves these subscriptions in a bad state and there's no way out
Just found out this important thing to know around this: If the origin order is marked as at risk of fraud the subscription fails to create billing attempts as you noted. But if the merchant marks that origin order as fulfilled this problem goes away : )
