Ability to give discounts to our local State

Apologies if this isn' t the exact right place to place this question.  Our online shop is interested in giving a special discount within our state as a way to say thank you for shopping local.  I would imagine this would be an additional field set in the + add discount creation page.  Since potential customers get hit with additional sales taxes for supporting local businesses it would be nice to have the ability to give them a discount instead of penalizing them with paying more.  This seems like a value added feature that would be perfect at a time like now.  

Feature:  Ability to give discount by State.
