Adding anchor to link from homepage to bottom of a separate page

I have been trying to anchor a link from the home page to a certain section of another page. I cannot seem to get it to anchor. I can add #order to the end of a link on the home page but either the platform or the theme is ignoring the anchor. 

Does anyone have any experience with an issue like this?
