Are transaction fees applied when using wallet points for purchases?

If we use wallet points to deduct the points based on the purchase? For example let's say each user will be given 2000 wallet points and upon a purchase of 100 points his balance will be updated to 1900. in this case will there be transaction fees?

We are providing canteen services accross multiple office location...The transaction fees will impact the vendors margin and it will be difficult to sustain the business. We will be having at least 50,000 employees using this facility across multiple stores at multiple location.
