Ask for permission

Trying to make a backend custom app using the guide. Created a development store, on the app screen generated a Merchant install link, opened in a browser. After HMAC verification on my webapp side I'm sending redirect to https://retail-it-test.myshopify.com.myshopify.com/admin/oauth/authorize?client_id=efbff954a696e6bb3... but instead of Shopify web page with "ask for permissions" I see 403/Forrbidden. The same happens when just selecting the store in "Test your app" app's section. What can be is wrong? I guess that according to the access mode guide this one should be Offline and it's not a 403 because of the user's individual permissions...
