Can anyone help clarify this coding issue for FAQ and size guide?

I have a question concerning the following code. These codes were added to 

1- Make SIZE GUIDE and FAQ grey color. (style="color: #999999)

2- Remove the underline from SIZE GUIDE and FAQ (hyperlink adds an underline) (a class="no-decoration)

Could someone please help me figure out which code is actually correct? To me it seems that the SIZE GUIDE code has <span code twice... (see highlighted in yellow).

It also seems that is has the color code twice... (style="color: #999999)

The code functions now, but it seems messy... I would appreciate any help to figure out the best way to write it. See attached to see the webpage as well as the code for it.
