Can't access site: How can I report a website outage?

Can't access site, can't report site outage, is there any way to get real help?

We just lost a sale in store as we couldn't access the a live chat as the Shopify server error caused the website and POS to fail. Unacceptable. We require a phone support option immediately.

yeah the lack of direct help option seems almost hostile at this point
