Can the checkout button function be changed to send an email enquiry?

Is it possible to alter the function of the 'checkout' button to send an email enquiry instead? I am using the Dawn theme.

For example: I've added multiple item to my cart, hit checkout and an email form is then created with the items and sent to the specified email?
