Cart creation event not emitted to AWS event bridge

I have a custom app that I'm developing for my store and have subscribed to the cart creation webhook.  I've also connected it to AWS event bridge.  Now whenever I create a cart via the storefront API via the headless channel, there is no event emitted to event bridge.  I've tested out that the event bridge set up works because I tried it with manually creating an order via the admin dashboard and subscribing to the order creation webhook and it emits the order creation event however the cart creation from the storefront API is not being emitted.  Why is this?
