Carts_Create - Cart Creation webhook not firing when creating new cart

I've created a webhook in my store admin via Settings -> Notifications. The test data is received by my endpoint so I believe it is configured correctly.

When I create a cart via the Storefront API - mutation cartCreate - the webhook does not fire. What event will actually trigger this webhook topic?
