Change drop down font colour when not on header using Dawn theme

G'day,

I'm trying to change my drop down color when not on the header. It looks great when on the transparent but it can't be seen when on any other page. This issue is only effecting PC. I've attached screenshots to show what I'm looking at. Cheers!
