Change region in collabs

It’s saying that shoplift collars is not available in my region… however I am generally based in Canada or The UK (both are on the list) unfortunately I register while on holiday in Dubai. How can I change my region or re register when I return back home. Instead of staying in the waitlist in Dubai.
